Vision und Begeisterung mit Methode

 

„Smarter Together – Gemeinsam g’scheiter“ war mit über 40 Einzelprojekten auch im 4. Projektjahr erfolgreich. In Sachen smarte, partizipative und klimafreundliche Stadterneuerung ist Smarter Together zu DER Smart City Stadterneuerungsinitiative und zum Wiener Leuchtturmprojekt zugleich geworden, weil es Lösungen und Methoden anbietet und weil es authentisch global denkt und lokal handelt. Die Wiener Projektkommunikation aller Akteure leistet dabei einen immer wieder gewürdigten Beitrag.

Die umfassende Einbeziehung der Grätzelbewohnerinnen und Grätzelbewohner war ein zentrales Erfolgskriterium für die Verleihung der beiden „Green Solutions Awards“ im Oktober / November 2019 durch die Plattform Construction 21, die Beiträge zur Umsetzung der Pariser UNO-Klimaziele promoted. Auch die partnerschaftliche Zusammenarbeit aller ProjektpartnerInnen sowie das sog. „Governance Learning“, der systemische Wissensaustausch zwischen den ProjektpartnerInnen und insbesondere innerhalb der Stadt Wien sind Ausdruck der grundlegenden Ausrichtung und Ethik des Projekts. Partizipation umfasst darin vielfältige Aspekte von Information, Befragung, Feedback, Beteiligung bis hin zur sog. Co-creation.

Kommunikation spielt dabei immer eine wesentliche Rolle.

Smart City Stadterneuerungsinitiative mit Image und Themen-Leaderschaft

Die vielfältige Projektkommunikation trägt zum Image und städtischen „Branding“  des Projektes bei. Smarter Together setzt Themen und hat in vielen Bereichen Themenführerschaft (Themensetting und Themen-Leaderschaft).

„Es freut mich sehr, die Schirmherrschaft von Smarter Together – gemeinsam g’scheiter zu übernehmen. Smarter Together hat sich in Wien zu DER Smart City Stadterneuerungsinitiative entwickelt, die eine Vielzahl von tollen Lösungen und Innovationen für eine lebenswerte, ökologische und sozial nachhaltige Stadt der Zukunft bietet. Smarter Together finde ich deshalb zukunftsweisend, weil es Menschen verbindet, die Wirtschaft einbezieht, das partnerschaftliche Zusammenwirken aller unterstreicht und sogar Wiens Standortattraktivität international fördert.“

Einen zentralen Aspekt formulierte die Stadträtin Kathrin Gaáls so treffend bei ihren Schlussworten beim Smarter Together-Symposium am 21. November 2019 im Wiener Rathaus: Die „fast visionnäre Grundstimmung„. Zitat:

„Abschließend möchte ich mich für die großartige Kooperation bedanken. Es herrschte von Anfang eine großartige, fast visionäre Grundstimmung. Das hat Smarter Together durch die ganzen Jahre begleitet und letztlich auch diesen großartigen Erfolg möglich gemacht und deshalb noch einmal ein ganz ein großes Dankeschön für alles.“

EU-Fördermittel für Wien, die den Menschen zugutekommen

Die grundlegende Ausrichtung der Wiener Projektkommunikation beruht auf dem politischen Auftrag des Schirmherrn und zuständigen Wohnbaustadtrates bzw. des nunmehrigen Bürgermeisters Dr. Michael Ludwig, beim Projekt „einen hohen Grad an BürgerInnenbeteiligung sicherzustellen“. Dies führte zu einer vertieften Analyse potentieller Zielgruppen und Stakeholder, die in die Beteiligungsprozesse einbezogen werden sollten. Dieser Ansatz wird auch von Frauen- und Wohnbaustadträtin Kathrin Gaál verfolgt.

Wiens Projektkommunikation ist das Ergebnis eines gemeinsamen Brainstorming-Prozesses aller Stakeholder. Sie reicht weit über die traditionellen Konzepte der Kommunikation mit BürgerInnen bzw. der BürgerInnen-Beteiligung hinaus. Das allein ist schon eine Herausforderung. Beruhend auf der österreichischen Tradition des partnerschaftlichen gesellschaftlichen Dialogs (bzw. der Sozialpartnerschaft) wurde eine große Vielfalt an spezifischen Zielgruppen der Kommunikation identifiziert.

Partnerschaftliche Co-Creation mit Mehrwert

Die Wiener Projektkommunikation beruht auf der aktiven Teilhabe der zahlreichen Projekt-Akteure. Das trägt wesentlich zum Erfolg des Projektes bei, weil sie die Ressourcen vervielfacht. Entsprechend dem gemeinsamen Projektverständnis versteht sich Smarter Together daher als Kommunikationsplattform aller seiner Projektpartner.

Smarter Together wird von der EU gefördert und nutzt die Dynamik einer EU-weiten Zusammenarbeit. Dabei ist ein Leitgedanke der Wiener Kommunikationsstrategie, dass das Projekt in wesentlichen Teilen in Zusammenarbeit aller lokalen Akteure gemeinsam geschaffen und umgesetzt wird (engl. „co-creation“).

Smarter Together fördert den EU-weiten Dialog und Austausch dadurch, dass zuerst lokale Projektkommunikation und lokale Pilotprojekte im Hinblick auf deren mögliche weiterführende Umsetzung ausgetestet werden (das Ausrollen, engl. „replication“). Daraus können in der Folge EU-weit anwendbare Lösungen werden.

Die intensive lokale BürgerInnen- und Akteurs-Beteiligung entspricht auch dem immer bedeutenderen Gebot der demokratischen Verantwortung und Transparenz (engl. „democratic accountability and transparency“). Gerade in Zeiten der Klimakrise ist die aktive Einbeziehung der Bürgerinnen und Bürger umso wichtiger. Wenn alle mitmachen, auch die Wienerinnen und Wiener, ist es leichter. Gemeinsam g’scheiter eben. Smarter Together will dazu seinen Beitrag leisten.

Drei Kommunikations-Katalysatoren sind dabei ausschlaggebend:

  • VISION: Die Vision vermittelt einerseits die Werte globaler Ziele wie Umweltschutz in Zeiten der Klimakrise und Nachhaltigkeit und gewährleistet andererseits, dass das Projekt lokal verankert So wird dem Projekt eine tiefere Sinnhaftigkeit und Glaubwürdigkeit verliehen, die eine gesellschaftliche Relevanz (engl. societal Impact) erst ermöglicht.
  • BEGEISTERUNG: Die Begeisterung wird durchaus bewusst vermittelt. Die Emotionalität macht aus einem innovativen technologie-orientierten Projekt von Fachleuten ein Projekt, das auch eine breite Bevölkerung anspricht ebenso wie die Fachleute selbst, die ganz wesentlich an der Umsetzung mitwirken. Begeisterung wirkt motivierend und trägt zur Projektdynamik Sie aktiviert durch das gestärkte „Commitment“ aller Akteure zusätzliche Ressourcen und fördert zusätzliche Innovationen.
  • METHODEN. Der methodische und ganzheitliche Zugang ermöglichen es, zahlreiche Zielgruppen und Akteure zu identifizieren und „abzuholen“. Damit werden deren spezifische Interessen nach Möglichkeit integriert. Smarter Together verbindet moderne Methoden des Projektmanagements und der Kommunikationsforschung. Durch die Vernetzung aller Projektpartner werden weitere Multiplikatoren erreicht und aktiviert. Die Methode umfasst institutionelle Strukturen und Netzwerke ebenso wie die technische Infrastruktur (Webseite, Social Media, Pressearbeit usw.).

Issue Setting and Subject Leadership with a Holistic Communication Approach in Vienna

– Vision – Passion – Love –

Smarter Together is initially an EU-funded smart cities lighthouse project within the H2020 programme. Thanks to the endeavours of so many, it has become THE locally anchored Viennese Smart City initiative for urban renewal and THE smart city lighthouse project in the city of Vienna. The project has become widely accepted when it comes to setting issues and subject leadership as it provides answers and methods to the challenges in times of climate crisis – as was labelled the symposium upon 3 years of project implementation with a strong orientation towards the future.

As for Vienna’s project communication, its fundamental orientation derives from the initial political directive of Vienna’s patron of the project, the former head of Housing Department and current mayor of the city of Vienna Michael Ludwig, whose will was to “ensure a high level of citizen participation.” This led to an in depth research on potential target and stakeholder groups that would be encompassed by the concept of participation. This approach is also supported by the current Executive Councillor for Women and Housing, Ms. Kathrin Gaál.

„I am very pleased to be taking over the patronage of Smarter Together. Smarter Together has become the Smart City Urban Renewal Initiative in Vienna, offering a variety of great solutions and innovations for a liveable, green and socially sustainable city of the future. Smarter Together is therefore forward-looking, because it connects people, involves the economy, underlines the partnership-based cooperation of all and even promotes Vienna’s attractiveness as an international business location.

City Councillor Kathrin Gaál so aptly formulated another central aspect in her closing words at the Smarter Together Symposium on 21 November 2019 in Vienna City Hall: the „almost visionary underlying atmosphere“. Quote:

„Finally, I would like to thank you for the excellent cooperation. There was an almost visionary spirit from the beginning. This has accompanied Smarter Together through all the years and ultimately made this great success possible and therefore once again a big thank you for everything.“

Co-Creation in Partnership with an added value

As such, Vienna’s project communication is a result of a co-creation process of all stakeholders. It reaches far beyond the traditional concept of communicating to citizens – respectively citizen participation, which already is highly demanding in itself. Based on the Austrian tradition of social partnership and the commitment to co-creation, a wide range of communication target groups has been identified.

As a result, Vienna’s project communication, anchored in the endeavours of many project actors, has contributed to the project’s success story. Smarter Together is therefore, aligned with the common project understanding and vision, as well as a communication platform for its project partners.

In the city administration alone, some 70 staff from nine departments contribute in their daily work to the project’s activities, which ensure that it is well anchored and sustainable within the urban structures.

EU Funding and EU Dynamics for the People, for Vienna and for the EU

Although Smarter Together is substantially co-funded by the EU and uses the dynamics of the EU wide cooperation, a guiding idea of the local communication strategy is that the project needs to be co-created and implemented locally by local actors and with a high level of citizen’s participation. This is in order to ensure democratic accountability and transparency, which serves again the EU goals. This concept is even more relevant in times of globalization. Whilst fostering the European dialogue, it first much pragmatically develop in its initial pilot phase through project implementation and communication of local replication potential in order to become a European lighthouse city with tested good practice examples.

 

Communication management in Vienna has three essential catalysts:

  • A VISION that shares values through global goals such as environment protection in times of climate crisis and sustainability on one hand and ensuring on the other hand that the project is well anchored locally. This gives the project a broader and deeper meaning and credibility, which is a pre-condition for a broader societal impact.
  • The PASSION, more commonly called commitment, derives from the broader vision that confers to all project partners means of identification and meaningfulness for instance by conceding to project partners that Smarter Together is “their” promotion platform. However, it is not self-evident per se and has to be addressed. The emotional dimension makes a highly innovation- and technology-driven project a project that is also attractive not only to specialists who are crucially involved in its implementation, but also to a broader population as well. This emotionality is a vector of the project dynamics. The former activates additional resources through a stronger commitment of all actors and creates the starting point for additional innovation.
  • A METHOD, that helps identify through a holistic approach numerous additional target groups and actors and integrates their specific interests. The method combines modern project and communication management, methods and approaches and is tangible in many aspects. Through the networking of all partners, new multipliers are activated. The method encompasses institutional structures and networks as well as the mere technical infrastructure (webpage, social media, press relations etc.).
